Kerbside Collection

Applying for Bin Pickup Services

Warren Blackwood Waste are contracted by the Shire of Lake Grace to perform kerbside rubbish and recycling bin collections every week. This service is only available to properties within each townsite (for recycling it is only available to Lake Grace and Newdegate townsites) and is added on to your property rates.

Each bin pickup service is only for the pick up of one bin for the duration of a year. So if you have a business that requires 5 rubbish bins to be emptied by the waste compactor truck, you will need to add 5 rubbish bin pickup services to that property. You will need to let us know if you wish to add or remove a bin pickup service.

Each bin pickup service you add entitles you to a free bin supplied by the Shire. Please note that when delivering new bins we will check how many bin services (of both types) your property is meant to have and remove any excess bins.

When we add a new bin service to your property, we will issue an interim rates notice to cover the additional costs. The due date on this interim rates notice is either the next instalment due date that is not within 35 days of the date of bin delivery, or if there are no more instalments left outside of that 35 day window then the due date is 35 days from the date of bin delivery.

Replacement Bins

If your bins have been damaged or stolen, please let us know as soon as you can. Bins and parts of bins can be replaced for free but depending on our current stock it may take some time.

When receiving a request to have a bin replaced, we will check how many bin services your property is meant to have and remove any excess bins.

Collection Days

Rubbish bins are picked up weekly on Tuesday, except for businesses in Lake Grace which are picked up on Monday.

Recycling bins are picked up on alternate Tuesday between Lake Grace and Newdegate (Lake Grace's recycling will be picked up one week, then Newdegate's recycling will be picked up the week after). There is no recycling pickup service for Lake King and Varley.

Etiquette

Prior to disposing of your waste at a tip, you must separate your waste by type.

When entering a manned tip, you must stop near the tip attendant's shed to allow our tip attendant to record the volumes being accepted. If you are disposing of asbestos, you must also show a signed Asbestos Disposal Permit to the attendant (explained at the end of this page).

Off loading of waste is the responsibility of the disposer; the tip attendant is not required to assist you in off loading any waste.

Fees & Charges

If the majority of your waste load is:

  • Cardboard,
  • Metal,
  • Glass,
  • Soil or Sand,
  • Bricks,
  • Concrete,
  • Mixed Building Waste (i.e. from building demolition),
  • Timber, or
  • Asbestos (requires a different process, see bottom of this webpage)

The tip attendant will request your business name (or personal name if no business is involved) so that an invoice can be issued. Please note that waste loads matching the above criteria may be invoiced regardless if the source is commercial, industrial, residential or agricultural.

Fees are now calculated based on whether the waste load is brought in a ute tray, box trailer, stock trailer, small open truck, large open truck or semitrailer. The fee will then be further modified based on whether the load takes up 25/50/75% of the container/trailer.

Fees are no longer calculated based on cubic metres unless weighbridge dockets are provided (mainly for multiple very large loads).

E-waste

The state government has instituted a new ban on e-waste heading to landfill as of 1 July 2024, per the Waste Avoidance and Resource Recovery (e-waste) Regulations 2024. While we can still accept e-waste at our tips, it must now be sorted separate from ALL other types of waste when the load is brought in and must be placed in an e-waste-only storage location specific to each manned tip. This is so e-waste can be taken away for recycling and resource recovery instead of buried in landfill.

As shorthand, e-waste can be considered anything that is mainly powered by electricity to operate, transmits electricity to power other devices, or stores electricity.

The complete list of e-waste that must be separated from other waste is presented below, taken from Schedule 1 of the Regulations.

Regulated e-waste - Screens, Information Technology and Telecommunications

  • Television screens and monitor screens, including -
    • cathode ray tube televisions and monitors; and
    • flat panel-display televisions; and
    • flat panel-display monitors.
  • Computers, including -
    • desktop computers; and
    • laptops and tablets.
  • Machines that perform the functions of printing, copying, facsimile transmission or projection.
    • printers and fax machines must have all ink/toner removed from the machine.
  • Information technology equipment, including -
    • networking equipment such as servers, routers, signal amplifiers and duplicators; and
    • web cameras; and
    • accounting machines; and
    • cash registers; and
    • postage franking machines, ticket issuing machines and other similar machines.
  • Computer peripherals, including -
    • internal and external devices, and cables and cords, that support or perform the functions of -
      • data input, output or transfer; and
      • data storage; and
      • processing (including central and graphics processing units); and
    • devices that allow input to control computers such as -
      • keyboards; and
      • mice; and
      • joysticks and gamepads; and
      • controllers; and
    • devices, cables and cords that provide power to, or charge, computers; and
    • typewriters, word-processing machines, electronic calculators and other devices that perform functions typically able to be performed by computers.
  • Telecommunications equipment, including -
    • mobile telephones and related batteries, chargers and accessories; and
    • pagers; and
    • base stations for the transmission or reception of voice, images or other data; and
    • transmission-receive apparatus for televisions and radios; and
    • cordless telephones and telephone sets; and
    • telephone answering machines; and
    • telephonic or telegraphic switching apparatus.

Regulated e-waste - Lighting and Lamps

  • Compact fluorescent lamps.
  • Straight tube fluorescent lamps.
  • The following lamps commonly known as Special Lamps -
    • mercury or sodium vapour lamps;
    • high and low pressure sodium lamps;
    • hot cathode fluorescent lamps;
    • other lamps used by professionals or specialists, or in similar work.
  • Light emitting diode (LED) lighting products.
  • Portable lights and lamps.
  • Household luminaires, including -
    • ceiling lights (including chandeliers), wall lights and floor lights; and
    • electric table, desk, bedside and floor lamps; and
    • household incandescent light globes; and
    • lighting sets of Christmas trees and displays; and
    • bicycle lighting and signalling equipment.

Regulated e-waste - Large Appliances when used in a Home, Office or Professional Environment

  • Dishwashers.
  • Ovens, furnaces, extraction equipment, range hoods and other similar cooking equipment.
  • Washing machines and dryers, or a combination of both.
  • Large dispensers such as non-cooled vending machines, commercial coffee machines, coffee vending machines, ticket vending machines and other similar machines.

Regulated e-waste - Batteries

  • All batteries, from button batteries to heavy truck batteries.
    • smaller batteries such as AAAs can typically be disposed of in special recycling bins at hardware stores and post offices. Please inquire with those specific outlets before hauling your battery waste there.

Regulated e-waste - Temperature Exchange Equipment when used in a Home, Office or Professional Environment

  • Compression-type refrigerators.
  • Absorption-type refrigerators.
  • Freezers (chest type or upright type).
  • Air conditioners (installed or portable).
  • Other cooling systems or equipment (including dehumidifiers and heat pump dryers).
  • Cooled dispensers for food or drinks.
  • Heating and ventilation equipment.

Regulated e-waste - Medical Devices

  • Medical devices that would not, because of their shape or size, fit into a container measuring 50 cm x 50 cm x 50 cm.

If there is e-waste deeply mixed in your waste load, we will require that you separate it out prior to disposing your load at the other waste piles.

The tip attendant can send you away if your e-waste cannot be separated from your other waste.

drumMUSTER Program

Each tip has a cage for holding cleaned out agricultural chemical containers, to be taken away a few times a year for recycling. The Shire only provides the space for the containers; management, inspections and pickup is organised by a community group from each town.

Before dropping off any chemical containers please ensure that they are triple-rinsed and dried.

Site-Specific Information

There are four tips around the Shire that are in operation, one near each town of Lake Grace, Newdegate, Lake King, and Varley. Only the Lake Grace and Newdegate Tips are manned, and access is denied outside of prescribed opening hours. The Lake King and Varley tips are unmanned and are open all year round.

Lake Grace Tip

The Lake Grace tip is located 4.6 km down Biddy Camm Rd when coming from the Kulin-Lake Grace Road.

Accepted waste types are:

  • General Household Waste
  • Class II Contaminated Waste
  • Green Waste
  • Metal Waste
  • Waste Engine Oil (domestic quantities only)
  • Inert Building Waste
  • DrumMUSTER Drums (to be triple rinsed)
  • Asbestos (requires permit, see section at end of webpage)

Newdegate Tip

The Newdegate Tip is located past the second bend on Whurr Road when coming from Newdegate North Road.

Accepted waste types are:

  • General Household Waste
  • Green Waste
  • Metal Waste
  • Waste Engine Oil (domestic quantities only)
  • Inert Building Waste
  • DrumMUSTER Drums (to be triple rinsed)

Lake King Tip

The Lake King Tip is located 4.60 km west from the large crossroads in Lake King with Varley Road, on the Newdegate-Ravensthorpe Road. It is on the south side of the road and the entrance can be easily missed.

Accepted waste types are:

  • Inert Building Waste
  • Waste Engine Oil
  • DrumMUSTER Drums (to be triple rinsed)

Varley Tip

The Varley Tip is located west of the Varley townsite on Varley South Road, about 3.40 km away. It is a little secluded and difficult to see from the road but is close by the intersection with Dempster Rock Road.

Asbestos

Acceptance and Disposal

Only the Lake Grace Tip can accept asbestos. Asbestos dumping is illegal in all other tips in the Shire. Please download and complete the Asbestos Disposal Application form below and then submit to the Shire by hand or by email.

Due to dwindling space, asbestos will only be considered for acceptance if the Shire is notified beforehand to ensure there is sufficient room for disposal and cover of asbestos. Requests to dispose of asbestos received at the office reception without prior notice will be rejected.

The Lake Grace Tip is currently  unable  to accept asbestos. (updated at 13/11/2024)

Disposers/carriers are responsible for unloading the asbestos themselves and should not expect help from Shire staff unless prior arrangement is made. Afterwards, an invoice will be sent to the business identified on the Asbestos Disposal Application form at the rate specified in the current Fees & Charges.

Asbestos Removal Licences

Depending on what kind of asbestos you are removing from your premises, you may need a licenced asbestos removalist.

  • A Class A asbestos removal licence is required when removing/transporting:
    • friable (in powder form, or can be easily crushed or crumbled by hand into a powder form) asbestos, of any amount; or
    • asbestos contaminated dust that is associated with friable asbestos, of any amount.
  • A Class A or B asbestos removal licence is required when removing/transporting:
    • more than 10 square metres of non-friable or bonded asbestos; or
    • asbestos-containing dust associated with the removal of more than 10 square metres of non-friable asbestos containing materials.
  • No license is required when removing/transporting:
    • less than 10 square metres of non-friable or bonded asbestos.
